The Vision
Overview
AVI’s proposed development includes a series of privately-owned luxury garage / storage units alongside several neighbourhood retail units designed to accommodate business services and amenities that cater primarily to the residents of the Elbow Valley community. The proposed commercial development includes two (2) business development components:
Luxury garage / storage units in the western portion of the site, developed with high architectural design and complementary landscape treatment consistent with the overall aesthetic of the surrounding Elbow Valley residential community.
Neighbourhood retail units in the eastern portion of the site to provide services and amenities that cater primarily to existing residents within the Elbow Valley community. Each neighbourhood retail until would be provided parking facilities and landscaping treatments designed in accordance with the County’s Land Use Bylaw.
Preliminary Design
All proposed buildings will complement the overall tradition of quality in the Elbow Valley community by considering the Elbow Valley Design Guidelines. The following images are preliminary architectural renderings to illustrate the vision. More detailed plans will be prepared at the development permit stage.
Proposed design considerations include:
- The use of landscaping to enhance the building architecture, define outdoor spaces, frame views and coordinate structures
- Appropriate screening and buffering along businesses with frontage along Highway 8 and Fisherman’s Lake
- Unobtrusive outdoor lighting system while maintaining a high quality, attractive and pedestrian-oriented aesthetic
- Clear and consistent signage to provide way-finding and to establish a sense of place within the development
- High quality security fencing and landscaping treatments to enclose the garage / luxury storage units
Transportation
Vehicular Access:
- Access to the commercial development is proposed via Lott Creek Close
- The internal driving aisles will be designed to accommodate appropriate vehicle turning movements, including emergency service vehicles.
Pedestrian Access:
- Pedestrian movement will be facilitated primarily through extension of the Elbow Valley pathway. It is proposed that all pedestrian infrastructure within the development area be maintained by a Business Condominium Association under the management of the Elbow Valley Residents’ Club.
Utility Servicing
A Preliminary Servicing Analysis was prepared to establish expectations for the proposed development relative to provision of potable water and sanitary service.
Potable water service is proposed to be provided by Westridge Utilities Inc.
Wastewater service is proposed to be provided via the existing regional Elbow Valley Sanitary System.
Stormwater Management
A Staged Master Drainage Plan (SMDP) was prepared to establish the management of stormwater within the proposed development.
- Runoff is to be managed by an overland drainage system that directs surface flows into two on-site stormwater infiltration areas
- Infiltration areas and drainage swales will be constructed by the developer, and owned and maintained by a Business Condominium Association
No adverse stormwater impacts are expected.
Flood Risk Assessment
Alberta Environment is currently reviewing their flood hazard maps, which presently identify portions of the subject lands within the “floodway”. It is anticipated that the maps will be updated to remove the current floodway designation affecting the proposed development lands.
